Cities & Towns

The King
Seahaven and the immediate surrounding area is ruled by a Monarch. Like all Monarchs, he is a ruler who has inherited his title and rules for life, or until he elects to pass on his crown to the next in line to the throne. He has absolute authority within Seahaven, though is kept in check by traditions and the lower ruling class.
The Commander
Commander Jarel Armanis of the Seahaven Watch. Although not strictly a Noble, he is ranked up here with the Merchant Lords and the King. But not because he insists that he has a noble title, but because he command the Watch in Seahaven and no one steps on his toes. When something goes wrong and two Nobles get caught doing things they shouldn't be, it is the role of the Commander to step in and clean things up. Violently, if necessary. It's his city, really, even if the nobles make the rules, he keeps the peace.
Merchant Lords
These guys are pompous asses with an excessive amount of money. They basically buy their titles, in that even the King needs support and finances to keep things running smoothly.
Petty Lords
Petty Lords have no particular claim to fame other than being the best friend or family member of someone higher up on the list, but they sure talk the talk. They are still treated better than the serfs though, and that counts for a lot. They have a hand in lots of small things in town, from who gets let into the docks first when there's a decision to be made, to how quickly the guard works to catch a thief, so to speak. They have a fond appetite for silver, gold, silks, and all things exotic.
Dockmaster
He's got no title, nor a huge inflated ego. But he's the dockmaster. You piss him off, you park your ship elsewhere from now on, that's the way it is. Most of the Nobles don't know a damned thing about boats so they rarely, if ever, step in his way when he makes an order regarding his docks.
